Hagelstam started as researcher at NESA from 2003 to 2007 and held the position of Counsellor for civil preparedness and resilience at the Finnish Mission to NATO and the Permanent Representation of Finland to the EU from 2013 to 2019. From 2020 he was Senior Adviser and Head of Strategic Support at NESA, before taking up his current position.
Hagelstam has also worked as Special advisor at the Ministry of Defence and Political advisor at the European Parliament.
